Sauté Aromatics
Heat 1 tablespoon of vegetable oil in a large skillet over medium-high heat. Add the minced garlic and chopped onion and sauté until fragrant and softened, about 2-3 minutes.
Cook Pork
Add the ground pork to the skillet. Break it up with a spoon and cook until browned and no longer pink, about 5-7 minutes. Drain off any excess grease.
Add Vegetables and Seasonings
Stir in the shredded carrots and shredded cabbage. Cook until the vegetables are tender-crisp, about 3-5 minutes. Add the soy sauce, oyster sauce, and black pepper. Stir well to combine and cook for another 1-2 minutes until the sauce has slightly reduced.
Cool Filling
Remove the skillet from the heat and let the filling cool completely. This is important to prevent the wrappers from tearing.
2Assemble the Lumpia

Prepare Wrappers
Lay one lumpia wrapper flat on a clean surface with one corner pointing towards you (like a diamond). Ensure the wrappers are thawed if frozen.
Add Filling
Place about 2 tablespoons of the cooled filling near the corner closest to you.
Fold and Roll
Fold the bottom corner over the filling. Fold in the left and right sides towards the center. Then, tightly roll the lumpia upwards towards the remaining corner.
Seal Lumpia
Dip your finger in water and moisten the top corner of the wrapper. Press to seal the lumpia, ensuring it's tightly rolled and won't open during frying.
Repeat
Repeat the process with the remaining wrappers and filling until all lumpia are assembled.
3Fry the Lumpia

Heat Oil
Pour vegetable oil into a deep skillet or pot to a depth of about 2-3 inches. Heat the oil over medium-high heat until it reaches approximately 350°F (175°C). You can test if the oil is ready by dropping a small piece of wrapper; it should sizzle and float immediately.
Fry in Batches
Carefully place 3-4 lumpia into the hot oil, making sure not to overcrowd the pan. Fry for about 3-5 minutes, turning occasionally, until golden brown and crispy on all sides.
Drain Lumpia
Using a slotted spoon or spider strainer, remove the fried lumpia from the oil and place them on a wire rack set over a baking sheet or on a plate lined with paper towels to drain excess oil.
Serve
Serve the crispy lumpia hot with your favorite dipping sauce.
Tips
Ensure the filling is completely cool before wrapping to prevent the wrappers from becoming soggy or tearing.
Do not overcrowd the pan when frying; this will lower the oil temperature and result in greasy lumpia.
For extra crispiness, you can double-fry the lumpia: fry them once until lightly golden, remove, let cool slightly, then fry again until deeply golden brown.
